# Community Empowerment and DAO Transition

The ultimate goal of the OHM3 governance model is to transition to a Decentralized Autonomous Organization (DAO). This transition will enable the community to take a more active role in network governance, ensuring that the network evolves according to the needs and interests of its participants. Key activities during this transition will include:

1. **Developing Governance Rules**: Establishing governance rules for the network, including technical and operational guidelines, reward pool designs, and network improvement proposals.
2. **Formulating Grant Funding Rules**: Providing grants for network growth and setting specific funding application requirements and procedures.
3. **Adopting Open Source Practices**: Establishing technical committees to whitelist third-party hardware suppliers for clean energy network equipment.
